Budget, tax rate adopted at 11-minute council meeting

The Lewisville City Council approved an operating budget and a tax rate for 2007-08 in a meeting that lasted 11 minutes Monday night.
No one signed up to speak at the third and final hearing on the budget and the council had studied it so many times at previous meetings that there was little else to do than to pass it.
In a budget workshop on Aug. 18, the council agreed to propose an operating budget of $60,503.690. That amount compares to the budget of $58,042,000 which was adopted for the 2006-07 fiscal year.
Two previous public hearings had been held on the budget and tax rate, with little or no comment from either the public or members of the city council.
Monday night’s brief council meeting included a prayer by Mayor Pro Tem Dean Ueckert, the Pledge of Allegiance led by Deputy Mayor Pro Tem David Thornhill and the passage of two consent agenda items to allow for updating of the city’s electronic record-keeping system.
State law now requires that the adoption of a budget that will raise more revenue from property taxes than in the previous year also requires a separate vote of the governing body to ratify (sanction or make valid) the property tax increase reflected in the budget.
Although the tax rate is down slightly from last year, more revenue is anticipated due to an increase in property valuations.
Councilman Lathan Watts noted that there is no increase in the tax rate, although more money is expected to be raised during the coming fiscal year due to an increase in property valuations.
More revenue from property taxes is expected to be raised in 2007-08 than in 2006-07 by $2,459,539 ($2,294,196 in the general fund, $75,473 in the TIF fund and $89,370 in the debt service fund).
A closed session was listed on the agenda for Monday night, but Mayor Gene Carey ended the regular meeting after it was determined that a closed session was not necessary.
The council has met the past three consecutive Monday nights, including for regular meetings on Sept. 10 and Sept. 17, and for the called session Sept. 24 to pass the budget and tax rate.
