Council hits brakes on red light camera committee appointments

The Frisco City Council tabled the appointment of a Citizen Advisory Committee for the Photographic Traffic Enforcement System with a 5-to-1 vote. Mayor Pro Tem Jim Joyner cast the negative vote.
Council member Tony Felker had questions about the purpose of the committee at the last council meeting and he said he still needed clarification at Tuesday’s meeting.
“I need to know more about what the committee will actually be doing,” Felker said.
At the last council meeting the consensus was for each council member to appoint one member to the committee. One possible source of committee members was a list of people who have applied to serve on various city boards but did not get a position.
Felker said he wanted a better understanding of what the committee was supposed to do because that would determine whom he might ask to serve on that committee.
Assistant City Manager Nell Lange said she would seek clearer guidelines. The committee is to oversee the whole program, but no one is sure exactly how that is supposed to happen.
Council member Jeff Cheney asked for information from other cities who have appointed a similar committee.
The council also tabled an item to act upon an Ordinance Adopting Provisions to Tax Tangible Personal Property in Transit. This deals with a Super Freeport exemption as a local option property tax exemption. The exemption automatically applies to a city, unless the city, no later than Dec. 31: holds a hearing at which members of the public are allowed to speak for or against the taxation; and adopts an ordinance stating it wishes to continue taxing Super Freeport goods for tax year 2008. The council will look at this issue again next month.
In another matter, the council approved a specific use permit for a child day care center at Main Street and Teel Parkway.
On the consent agenda the council approved the purchase of self-contained breathing apparatus and air bottles from Dooley Tackaberry to be used in new fire engines and ambulances. The council also approved an amendment to the agreement by and between the City of Frisco and JDC Construction for the construction of Foncine Settlement and Tuscany Meadow Neighborhood Parks.
In executive session, the council discussed legal issues regarding the tolling of State Highway 121 and the Clean Air Ordinance.
Council members also discussed two pieces of property, one south of U.S. Highway 380 and one south of Warren Parkway. No decisions were made in open session as a result of anything discussed in closed session.
