Nine Plano officers receive award for saving a life after triple shooting

Nine Plano officers were presented the 2009 Lifesaving Award for rescuing a man trapped underneath a burning vehicle in late April.


Officers Brad Hutton, Chris Sanders, Chris Turner, Matt Quillin, Daniel Tyler, John Bauer, Byron Betler, John Gardner and Wade Daniel all took part in overturning the vehicle on fire and pulling the suspect pinned underneath to freedom.

“Because of their efforts, the suspect was found to have suffered only minor injuries,” said Rick McDonald, Plano police spokesman. “The Plano Police Department takes great pride in presenting them this 2009 Lifesaving Award.”

On April 25, officers were dispatched to a triple shooting in the 1500 block of Windy Meadow. Witnesses told police the suspect left the location in a black Ford Excursion. Hutton was the first officer to spot the suspect vehicle traveling southbound on Rainer. As Hutton attempted to follow the suspect began fleeing in excess of 95 mph traveling eastbound on Parker Road.

The suspect lost control of his car as he approached a sharp curve on Parker and Premier Drive. The driver lost control of the vehicle, crossed the median and rolled at least twice before coming to rest in a business parking lot.

The vehicle immediately caught fire while the suspect was trapped and pinned under the overturned vehicle.

Hutton along with responding cover units attempted to put out the vehicle fire with fire extinguishers.

McDonald said the fire continued to spread with the suspect still trapped under the vehicle.

“Several attempts were made to pull the suspect to safety, but each time they were unsuccessful because of the weight of the vehicle and the progression of the fire,” McDonald said. “Without consideration of the imminent danger of the fire, an explosion or the suspect still having access to a firearm, the officers then made the decision to push the vehicle upward, to get it high enough to pull the suspect from under the vehicle. Their efforts were successful and the suspect was pulled to safety.”

Less than two minutes after the man was rescued, the vehicle exploded and became engulfed in flames.

“Had these officers not worked together in a coordinated effort to rescue the suspect at their own peril, he would most certainly have been killed in the flames,” McDonald said.

The suspect identified as Carlos Delarosa is in custody in the Collin County Detention Center facing attempted capital murder and evading arrest in lieu of a $1,250,000 bond. Delarosa also has a federal detainer hold and an evading arrest out of Tarrant County.
